Great dress but runs large up top

This dress is surprisingly well-made for the price, and the material and color are beautiful. However, the bust area fits oddly. I'm 5'2, 130 lbs, 32C chest and ordered a small, and this dress doesn't even remotely cover my boobs due to how loose it is up top. This dress might work well for very very busty women, but anyone will a smaller chest won't be able to wear this without having it altered.

I purchased for an event based on style and color. It does not fit the same as expected based on pictures. The fit was odd and not flattering. Would have returned the dress, but I missed deadline.
