This is a "micro-mini" petticoat and it does fit very short! It is perfect for the ultra-short Halloween costumes that are popular these days. I have this in black and white polka dot and it looks really cute under a lot of costumes. It does help to hide your behind under short skirts because of all the volume and fluffiness. This petticoat is extremely soft and nice. I'm very impressed with the quality and how nice it makes costumes look. You can pull it down to have more of the petticoat showing or wear it higher up on the waist.
