Wayyy too small. Ordered medium and got a size 0-2

I ordered a size medium and the size says 0-2. What the heck is a size small then? 000-00?? Needless to say it’s too small and I have to return it. Quality seems okay but can’t say for sure as I didn’t wear it, only tried it on.
